Should the US EPA push for greenhouse gas reduction ?

Argument against:
When the EPA regulates greenhouse gas reductions… it did little to reduce global emissions while putting a heavy penalty on US industry.
Argument for:
Not only will it help the US achieve its greenhouse gas reduction goals, but it also increases the likelihood of other nations following suit..
